Steam downloads DirectX everytime I play Skyrim SE

I recently bought and downloaded SSE but I noticed that everytime I start SSE it opens up a box that says Skyrim Special Edition - Steam, one time startup, downloading microsoft DirectX and it takes about a minute to do the download. This happens every time I play it, what's going on? I checked my system and I have DirectX 12.

Go to \Steam\steamapps\common\Skyrim Special Edition\_CommonRedist\DirectX\Jun2010 and run the dxsetup.exe file. This will install DX11.

Ran the Dxsetup.exe file and it went through all the downloads then got to finalizing and failed, error message said "check the DXerror.log and the DirectX.log. I downloaded them but dont really know what I am looking for. one of the lines said the process cannot access the file because it is being used by another process. another said SetupIterateCabinet()
Error: (1224) - The requested operation cannot be performed on a file with a user-mapped section open. Failed API: DeleteFile()
Error: (5) - Access is denied.

Similar type lines for the rest of the file, either can not access or process failed.

Now what?

Try starting up your computer in safe mode and run the installer again, something is using some of the dx files. Remember to restart your computer in normal mode after.
