Disrupt the Skooma Operation

Sometimes this quest does not work for some reason. I had never discovered the cave before, but there was no quest arrow inside the cave. I killed everyone inside and the quest was not counted as completed.

If this happens to you, there are some console commands you can use:

SetObjectiveCompleted FreeformRiften01 30 to count the quest as completed

SetStage FreeformRiften01 40 to unlock the next stage of the quest

You need to use both of these :)

I would guess you have not completed the requirments of the quest. I would guess you never started the quest, but found the cave instead. I beleave the quest is sidequest of the Dark Brotherhood.

I started the quest, then found the cave

Its a location for a Brotherhood side quest no worries though if you clear the place before joining them. The location should repopulate with the necessary enemies when you get the actual quest.

It is a quest from Rifton, that begins after you give the argonian woman (fish hatchery) a healing potion to cure her skooma addiction...then inquire about where she gets her skooma. This gets you started in the quest which eventually leads you to that cave.
