Vanilla:
Regen occurs very slowly during battle versus out of battle
Regen recovers slowly if at all if you are diseased / injury regardless if you're in battle or not
Modded:
Likely weird stamina regen might indicate that you have a battle related mod that tries to make it more realistic by injuring you more but perhaps it doesn't indicate that you have gotten injured or that it's buggy and doesn't work as intended.
Why?
Anyway, it might not be a mod: did you happen to drink a Restoration-based potion, equip and re-equip an enchanted item that boosts Restoration (mage robes, necklace, etc) and then activate a Standing Stone or Divine Shrine which affects Stamina? If so, you found part of the Restoration Loop.
ITS JUST A PEEVE OF MINE OK?!

no, this i'm pretty sure is a bug because the way it occurs is pretty random (it seems}
like i said it only goes down when in combat and then when out of it it just doenst go down AT ALL
i dont think thats anything vanilla related personally.
When in combat: Stamina works as it would in vanilla
When out of combat: Stamina does NOT go down and when it does it just instantly refills itself as if i have God mode enabled
Things that could help someone help you, or things you could do to help yourself.
1. When did the problem first occuring?
2. What was the last 5 mods you installed?
3. What Mod Manager you use?
4. Current Active powers?
5. Any followers that have magical buffing skills? that could possibly giving your god like stamina.
6. What's your total stamina?
7. Opening the console and typing setav staminarate 1
Well im currently fixing my game after some "Complications" but either way..
1. Technically i guess you could say it started with my first game where my health did this instead of stamina, but i suspected it was a certain mod and just uninstalled it and it seemed to stop, but just a few days ago it started doing it with my stamina
2. I install mods a lot even after i've got a setup going which can be problematic but i do it regardless so this is somewhat irrelevant

4. Ill look at them again when i get muh ♥♥♥♥ working but for now i dont think that has anything to do with it, but like i said ill check just in case
5. The glitch with the health happened regardless of followers or not but for all i know that could have been another issue entirely, but i noticed it when i had two followers one being "Sofia" from a very popular mod and another being a less popular mod, i had been rolling with sofia for a while without the issue and it DID start after i recruited the other follower so ill look into that.
6. i believe it's 160 or 190
7. i've tried this and everything seems to be normal in that regard, and like i said before when im in combat everything is fine which is why i think its related to a mod or just a little bug but now that i think of it the health glitch was sort of the opposite.
i took damage when out of combat and when in it i basically couldnt die.

Sorry it took so long to get back needed to fix my own issues with SSE.
Nexus mod manager is a big problem, because when you mod a game, you end up putting all your eggs in your main game directory.
If you decide to go around and uninstall a mod, those mods never fully get uninstalled.
#A Nexus mod manager will leave scripts untouched and still in your main game directory, those files are going to continously run.
#B If you have 100 mods each one of them running 20 scripts, that's 2000 scripts you have to root out as the cause of your problem.
#C Solution use Mod Organizer, this way you can uncheck a folder with scripts or just the esp if it has no scripts. Otherwise your going to go crazy trying to find out why mods have broken.
If i were you i'd do the switch to Mod Organizer, completley clean everything from SSE. 9/10 it's just a left over script from a mod you uninstalled.
If not you can uncheck esp's easily untill you root out the bad one. During this process you'll want to turn off autosaving, and use the console to quit by typing qqq or else the game will save.
I asked this because sometimes rings amulets can give you special powers, and going to active powers to look will tell you this sometimes.
5. Also let me know if the other follower was the cause.
