u need to talk with the jarl of falkreath, its 5000 gold, and the location of the 3 available houses is simply the best for me.
u get a letter from a courier around level 10 or so, didnt remember.
The 'best' home is a matter of personal taste, but the most expensive is Proudspire Manor in Solitude. With all the trimmings it will run you nearly 40k.
Solitude
Hearthfire houses are good too. I tend to do a family one on the pale (bedrooms, kitchen, storage), and a display house at riverside (greenhouse, trophy room, armory) [if I build all of them to level smithing I put up a mage home at the last one with all the towers]
