If you buy them then sure.
se have them preinstaled so the se do not have the dlcs outside of it they already in the se the dlcs are for the original they are by them self for the main skyrim v:steamfacepalm:
DLC for Oldrim must be purchased sepatately. The DLC for Skyrim SE are already integrated into the game.

Is there a way I could take them out of SE *uninstall* then put them into Skyrim?
yup what doc said then when you go get the dlcs for the oldrim it makes the oldrim into the se type of game but also can be moded with less probloums unlike the se

Okay......I don't want to have to buy the DLCS again, so that's why I'm asking about this.

Just to be sure, there is no way any of you can think of that I can put my already existing DLCS into Skyirm?

Thing is, you don't actually own the DLC:s for Skyrim since they belong to the regular version of The Elder Scrolls V: Skyrim while Special Edition is an updated version where all the content of the DLC:s are included in the base game.
