Bug: Solstheim Music and Ashfall in Skyrim

Skyrim keeps playing the same 2 solstheim explore songs no matter where I am. I've tried using the removemusic command on every single solstheim song, restarting the game, fast traveling to and from Solstheim, getting in and out of combat/entering taverns, and completely replacing my Sounds.bsa file (I extracted the Sounds.bsa file from original Skyrim then compressed it with WinRAR and installed it with NMM into SSE, some tutorial said it would work). Sometimes the game will start playing music from the appropriate area, but as soon as a song cycles out it starts playing one of the same 2 songs. Also sometimes it plays music from Solstheim and Skyrim on top of each other at the same time. When this happens, if I tab out of the game I can only hear the appropriate music. I just noticed the last time I played that there was ash falling from the sky in the middle of the night in Skyrim as if I was in Solstheim. I have quite a few mods installed, but none of them affect skyrims audio files so far as I know. As far as I can remember this problem started when I returned to Skyrim via fast travel after having been in Solstheim for a while. Any suggestions or insights would be appreciated, thanks.

Use clear skies shout? I never got that bug but that is the first thing i came to think of.
For the music bug, try installing unofficail skyrim SE patch. I cant give you a better advice then "install a mod that fixes it". You can also try to install a music replacer, either keep it or try uninstalling it so the game automaticly "gives you back" your old music files and sets them as active.
