Dragon Souls are required to unlock shouts

I keep getting this message dispite me having dragon souls to unlock shouts; anyone know how to fix this bug?

Have you done the mission at the Western Watch Tower? You won't be able to unlock any shout until then. Even if you give yourself Dragonsouls.

I am playing game legitly; no commands; so yes, already killed the first dragon from the questline

Use 'R' to unlock the shout.

I like how im able to absorb souls from dragons in SE without any mods. was never able to in origonal skyrim and could not do the main story.

This is the likely anwser. I kept doing that over and over wondering what the hell was going on. Why does it keep telling me I need souls to unlock!? I know I have the souls so why wouldn't they unlock. Then I glanced down to the commands in the lower left and saw the "press R to unlock" part.

There are 2 things you can do with shouts on the magic menu.
Selecting the spell will only bring up "spend dragon soul to unlock promt" its telling you to spend a soul to unlocking not asking if you want to spend a soul.

Make sure you are hitting the button to spend a soul and not the button to select the shout.

I play console and i had this problem because i was hitting A and not X.
