This was on expert difficulty thou, dont know bout legendary.
Well, if u have a bow and enough arrow, u can basically kill any melee enemy no matter what difficulty if you put enough distance between each other. Stealth + bow n arrow is quite OP in vanilla skyrim.
Then create loads of Invisibility potions and hot key them. Sneak as close as possible to the Troll. Then keep consuming potions until you get past Frosty. 60-90 seconds of invisibility should be enough - about a dozen potions at low, Alchemy skill levels.
Simply making enough potions will probably raise your level by 4-5. Accumulating enough ingredients (Nirnroot and Chaurus Eggs) will take time too. Nirnroot can be accumulated in the wild without risk. The Dunmer merchant in Windhelm's Gray Quarter typically has four, Chaurus Eggs for sale at each inventory reset.
I'd be inclined to wait a few levels. There's no need to rush this quest. Building your character in order to carry out quests is part of the fun.

Yes.
Don't kill it. Just run by it. You don't have to and aren't expected to be able to beat anything at any particular point.

Personally, I leave visiting High Hrothgar until later anyway, there are other things you can do to get more levels and more DPS that will make a Frost Troll seem like childsplay.
PS - just re-read your post, you're going to High Hoghrar. You can do if a detour of that troll if you're careful. Maybe get an invisibility potion.
