Report a translation problem
Back when I played original Skyrim, I saw this exact situation, only in Riften... turns out the original city was still for some odd reason accessible in-game, and the door to the original city is a rock or something weird, and it made certain quests and things for me bug out...
I don't use Open Cities anymore, but I'm pretty sure that's the cause of your issue.
You could try getting your own game.
You could also try not necro'ing a thread for... absolutely nothing of value. Not to mention when you're a pirate.
That still doesn't excuse the blatant thread necromancy. Don't be a white knight.

Then why defend the necromancer? Him being a pirate (or not) wasn't even secondary to the point. Yet you pounced on defending it for some reason. So yeah, the only one on a horse here is you, in your shining armor, being a white knight for some forum clown.
