Load =/= render. Your rig has no trouble rendering it but loading the assets is different.
If you have 60hz monitor and can achieve 60fps 100% of time:
1. Add bLockFramerate=0 under display tab to both Skyrim.ini and SkyrimPrefs.ini.
2. Change bBorderless to 0 in SkyrimPrefs.ini.
3. Change iVSyncPresentInterval to 0 in SkyrimPrefs.ini
4. Add iFPSClamp=60 to Skyrim.ini under General tab.
5. Open Nvidia Control Panel and turn Vsync ON for SSE profile.
6. Set maximum pre-rendered frames to 1 in Control Panel.
7. Cap fps for SSE in RTSS to 60.
8. Launch the game, press ctrl+alt+delete and open task manager.
9. Alt-tab back to game. SSE has some issues focusing game window for some reason.
That will completely eliminate stuttering in game, but will work only if you do not drop under 60fps.
If you drop under 60 fps, delete iFPSClamp=60 from Skyrim.ini. This will eliminate slowdowns but you will get choppier experience.
If you play on G-sync monitor:
Do steps 1,2,3,7,8,9.
Thanks! Something or things in this list fixed this same issue for me. Steps 2,8,9 don't seem to be necessary (at least on my setup). Good thing too because I like to play full-screen.
I had been running it on adaptive vsync which worked fine until some update which caused the stuttering.
