No there aren't any offerings by default.
There are however offerings in other shrines throughout the wilderness.
The best way to check would be to start a new character, start in the bannered mare and look. It'll take like a minute.
Same here, I never take anything from any shrine, and often leave something.
I don't see offerings on the Talos shrine inside Whiterun city in my game.
Usually when I see offerings on a shrine I drop some gold instead of taking anything, just for the role play.
Patch does not add content like that. Team policy prevents them from doing that, unless they are fixing some sort of design flaw from Bethesda's thinking.
For example, patch distributed more TG armor pieces to hideout, because at least one part of armor is needed in the quest line. Many players ended up selling that armor, prior of the event where TG armor piece is needed. That sort of addons they can do, but actually adding to world is not what they do.
hmmm... I've noticed some unusual things relating to that specific patch. Such as dayglow green banners around Markarth (Skyrim LE). (a mod makers silly signature).
It could be likely that patch may have added some little bits and pieces around shrines.
But that does not happen in the Vanilla version.
That town has both Stormcloak and Imperial families there.
If you talk to an old woman in the market, you'll find out what I mean (if you haven't already done that quest).
This is the most disturbing thing I've seen In Whiterun.
