Tried searching around town and waiting for the next day. His family isn't in his house either.

You could try moving to him with console command, see if he's even alive. Did the town get attacked by a dragon perhaps?

Or vampires, or members of Mirrak's cult, whole host of enemies that can and will kill them, and if Alvor gets attacked, his wife probably will too.

if he not dust a comand cod will bring any npc back its ~` then click on any npc and type resurrect then hit enter they come back to life

Game runs a death script, most NPC are ok, but Merchants might not work.
Recycleactor can get merchants working again, I've done it, but it's not guaranteed.

He came back, but this was during the start of a new run. No dragons, Miraak, vampires, or anything else should have killed him.
