Does necromage/vampire affect "gift of the gab".

Question in title. As some of you may know gift of the gab is a hidden active effect given after completing the bards questline.
When a vampire takes the perk "necromage" then some effects placed on him increase in strength.
Is gift of the gab one of those effects?

Also, it wouldn't be boosted by Necromage as it just increases how fast you gain speech, it affects the skill and not the character all that much.

So… for reference gift of gab works but does not show up for the player and arch mage authority doesn’t work at all.

Necromage affects things you might not think, which incudles some powers.
However As those two Skills don't exist in the base game... no.

The Unofficial Patch does add the Gift of the Gab, but it also nerfs Necromage, so still no.
