Not an "official" patch but it was fixed in the USSEP. There is even a mod to revert that fix by USSEP to allow for higher smithing/alchemy numebrs. I tested it and it works but will only crash if the % causes whatever you are doing (potions or items) to go -%. Then it will crash.
The only mods I use are More Werewolves, Amazing Followers, Better Blood Textures, The Paarthurnax Dilemma, Thunding Shouts, Immersive Citizens and Alternative Start.
I got those numbers by making crafting armor that had increased Smithing and Alchemy and by making the previously mentioned potions. I'd start by making one restoration potion, taking my gear off, taking the potion then putting the gear back on to make another restoration potion. I did this cycle over and over until I got a procentage I liked. Then I'd take the potion and make a lot of smithing potions. I'd then wait until the affects of all my potions wore off and do the whole process again to get a restoration potion at or around the same percentage as the last because it helps with the enchating and I believe the smithing.
The ingredients I used for each potion are:
Blue Butterfly Wing + Snow Barries = Enchanting
Cyrodilic Spadetail + Abecean Longfin = Restoration
Blisterwart + Glowing Mushrooms = Smithing
As for the Unofficial Skyrim Special Edition Patch, I haven't felt the need to get it. Maybe later on, but as I am, I'm content with how my game is. The bug or glitch or whatever seems to have passed without any serious complications, so I guess alls good.
I had the same problem precisely, the problem is that alternative start is overwriting the scripts for fortify potions (If you use MO you can see this within conflicts tab) remove and you're good to go.
Another suggestion if it doesn’t work for you is to simply just use the super enchant pot to make at least one or two alchemy enhance geqr to make one enchant pot at a time. Though I really think just taking off everything will fix it.
Edit: I WAS WRONG lol, still having issues with it, number one thing I noticed was kind of consistent was don’t go too high with the alchemy pots, all I know is I made some that are around 6k% and those seem to not be causing the issue anymore and when I go back to using the high ones those always disappear from the whole most recent save.
