Report a translation problem
If it is the mod not sure what to do, but I have it and don't get it, also have 20 NPCs with different hair styles and face changes.
Must use ctrl and F4 to fix each face in CK and save.

However, I was not having trouble with the faces in that mod, even though I did extensive face tweaks.
That fixed the blackface bug in my Thalmor Hunters mod, which featured custom NPCs, even though I had re-exported those in SE CK several times to try and fix the problem.
You placing the overhaul mod bellow EVERYTHING changing NPCs. And if you have RS Children overhaul too, the kids' mod bellow all the NPC mods.
...Just downloading mods and installing isn't "modding"; you need to LEARN many things.

One problem with moving these types of mods in my load order is Nexus Mod Manager seems to lock some mods in position. Apachii Hair for example is locked at the top of my load order and will not go any lower.
And just to add a little info, I used the Skyrim Special Edition in-game mods menu to change the load order of mods, but then again - I have so far only used in-game mods (those offered in the in-game mods menu). This might be irrelevant for those using Vortex or others to download directly from Nexus (which has tons of mods and options you won't find in the in-game menu and is very recommended for anyone too n00b to know of it, like I was until not long ago, nine divines bless Nexus and the heroes contributing to it!!!)

Not only that, sometimes it's the fact that some mods have known conflicts that's the problem. I don't want to name names but I found out about one major conflict from one mod author's website that I only found because I was looking for a solution to a problem after rereading the docs, requirements and a file by file check of the download and installation didn't find any problems.

Rather than take sides, I'm doing an 'until I'm bored' playthrough with one of them, and a later one with the other.
