If no mod exists, I may indeed invest some time learning how to place custom structures in the game world. The Jarls can't forbid me from building my desired tower!
I've been through nexus and have found absolutely 0 mods that would place what I want, where I wanted it.
I have been hoping to learn the Creation Kit and find a way to implement it into the Hearthfire DLC so all I would need to do is build it as I would any other Hearthfire Home.
I have to agree with the Fallout 4 settlement building. I've been loving that.
Also you can rebuild Helgen, the whole town, with this totally awesome mod

The bonus is you get a large tower player home, Im guessing you can tinker with it on creation kit too, for customizing and such.
The place I'd like to rebuild would be Winterhold. Restore it to it's former glory. (If that were possible).
Not to mention they're really, really limited, especially the Dawnguard and Hearthfires stuff.
There is a mod called Home Design and Construction, but you get like 10 or 12 preset shapes, including a Dwemer tower, and it's somewhat tricky to use. As well, each home type automatically links to a preset cell, so no matter how many Dwemer towers you place in the world, they all lead to the same cell, and when you leave, it spits you out to wherever the first tower was placed.
As well it uses assets from other games, and the texturing in one may be better, while another looks like absolute crap.
To the other point about the Dwenmar doors in 'Home Design', you should be able to override what cell the doors exit to in creation kit right?
