A new order quest won't start

I declined the vampire blood when I go back to dawnguard fort there is no battle between Isran and the vampires also I can't seem to find him normally can use prid 02003478 moveto player to find him but then he doesn't have the proper dialogue
am currently playing on easiest difficulty with no mods.

I took me a few tries in my current play through. I just did this last weekend. What worked for me

1) Dismiss followers before entering Dimhollow Cave. I did the cave and the V. Castle parts without any followers, excluding Serana, of course.
2) When I rejected Harkon's gift and was kicked out of the castle, the quest didn't activate. I walked around, took the boat across and back tried the setstage command. Nothing worked.
3). I reloaded the auto save the game makes when you are kicked out of the castle. The quest didn't automatically activate, but the setstage command worked.

It's very buggy as you can tell from the number of pages in this thread. There is a lot of good info here. Feel free to add to it if you have something useful to others

The fixes here It should really be added to one of the Skyrim Wiki sites. I might just do that!

Ive recently come across this issue and spent a lot of time trying to get the New Order quest to start, to no avail. My original thought was that it was related to not speaking to Vigilant Tolan outside the castle after seeing him talk to Isran. As i didnt have a load that far back i could only start back from inside dimhollow cave. I tried every solution everyone has suggested, setstage commands, removing followers, unofficial patches, no mods (not that i was using any anyway), having Serana follow me whilst i did other quests and trying later in the game; nothing worked.

The solution I found in the end may not be the ideal answer anyone is looking for, but so far I haven't been impeded by my actions. The answer is to just skip the quest, after i gave Serana back, and still no quest appeared in my quest inventory outside the castle or back at the dawnguard, i just used the command "CompleteQuest DLC1HunterBaseIntro" this triggered the completed quest noise and text, i then had to force start the following quest "SetStage DLC1VQ03Hunter 5" and boom the next quest Prophet started.

I still cant say for sure what was causing the bug, but it seems to be just the New Order quest, as the setstage command wouldnt work for any stage of the new order quest, but would work for the prophet quest. I did notice that the two recruits aren't in the castle and currently I havent found this to effect the remainder of the quest, but ill see how it goes. Im not sure if one of these characters is dead and that could've caused the bug, thats just another theory. But no amount of commands, resurrecting Tolan, becoming a vampire and then reloading or anything worked. Im just glad i got to carry on the dawnguard quest.

Had this same bug today (sorry for the necro). Playing on PC, I could fix it with the simple command :

Setstage dlc1hunterbaseintro 20

Right after being banished from Castle Volikhar and the Bloodline quest ended, the command made the quest "A New Order" start.

That being said, I'm always afraid of future bugs with quest-prompted quests, so I did try something else after that could be of use for non-PC players.

After doing a hard save in front of Castle Volikhar, I chose to become a vampire when Harkon offered, then went through the vampire lord tutorial until "Bloodline" ended and the new vampire lord quest started. (You might want to drop a quicksave after that, just in case.)

Then I reloaded the hard save, had the conversation with Harkon again and chose to not become a vampire : when I was banished, "A New Order" started on its own, with no further problems.

Hope this works for others !

I just want to confirm, this fixed my problem. I used the console command right after being teleported to the shore just outside the castle. I"m running a decently modded game, so I'm fairly confident one of them led to the bug, as I never use followers as anything besides house stewards.

Like others, I tried replaying the quest several times, but it would never begin the next phase after declining the gift of vampirism. Stumbled on this post pretty early in my attempts to solve the problem, and sure enough, using the setstage command before leaving the island by boat did immediately fix the problem and start the quest.
