A new order quest won't start

I declined the vampire blood when I go back to dawnguard fort there is no battle between Isran and the vampires also I can't seem to find him normally can use prid 02003478 moveto player to find him but then he doesn't have the proper dialogue
am currently playing on easiest difficulty with no mods.

Quest is still not going off for me tried walking a bit from ice water jetty before fast traveling
only thing I haven't tried is walking the entire way from jetty to Dawnguard and well..
Is there anything to do with other uncompleted quests? I have quite a few I was going to do them except now it seems I have to just reload from before anyways.

After meeting her dad and such head back to Dawnguard, Isran will be waiting there and mention that Serana is there and quest should then continue.
BTW have you the unofficial patch installed maybe it might be needed.

What patch? can you provide a link and also installation instructions?
I did head back to dawnguard there is no vampire fight and Isran doesn't give me the quest

I've just rerun this from my saves and you get the quest " A New order " as soon as you reject Harkons offer and are Banished from the castle so nothing after that point will fix it if it's not in you quest list so try an earlier save if you have one.

The patch refered to is probably the unofficial skyrim special edition patch by Arthmoor you can search for it on Nexus.

any idea how early I would need to go to?
I don't know how this could cause a bug but does losing your horse (died to wolves) and not getting another one lead to bugs?? This happend before the vampire cave so would I need to go back basically to the start of dawnguard?

I would try going back just as far as taking Serana into Castle Volkihar and speaking with Harkon again.

I reloaded that save but I did not get the quest a new order when I rejected the vampire blood
just to confirm you are suppose to get that quest as soon as you reject the blood right?

The quest may fail to start after refusing Harkon's gift and being returned to the landing.[verification needed — needs more details/further testing to determine the reason]
You can fix this by entering either setstage DLC1HunterBaseIntro 20 or setstage DLC1HunterBaseIntro 30, followed by setobjectivedisplayed DLC1HunterBaseIntro 20 1 or 30 1 into the console

I've tried that several times both with the mod and without. Is there a particular time you need to imput this code?

After refusing Harkon's gift you need to go back to Dawnguard castle (without Serana). Isran should there and talk to you about Serana who shows up at the castle. (You can take your time getting there if you want to)

yeah that doesn't work for me I go back theres no fight with the vampires and I don't have the conversation option with Isran to talk about the next quest

Like the UESP page states, after Harkon banishes you back outside, enter the code into the console.

Sorry Kelvy, I believe you are talking about the quest AFTER 'A New Order'. That is when Serana shows up at the Dawnguard.

I've tried to use the code after I'm outside the castle and right on the moment when he says I banish you neither works
Also when I load the game using the unofficial patch it says new dragon shout drain life learned dispite me having learned that a while ago.
