Browse http://www.nexusmods.com/skyrimspecialedition/? and find some mods you like.
Read the entire page, including the installation instructions.
Hit the download button, let the manager download it, install it using manager then play game.
The most simple steps I can give without getting too complicated.
Click most popular mods from any of those categories and click (Download (NMM). Then activate it in Nexus Mod Manager by double clicking it.
Yeah you should defienetly get mods. My most favourite are:
1. Perks overhaul + More magic spells
2. Any combat mod to make game more realistic.
3. Any Lightning enchanced mod. It works very well with Darker Knights.
4. Also Weather effects + Texture overhauls
No matter what mods you want to download and install, that mod is the first and most important mod you should always and always have installed.
Other than that everyone else gave good suggestions.
Got SSE a couple months back and have been experimenting with various mods while waiting for skse64 to release to decide what best makes the game pop for myself.
Im still new to using mods so someone correct me if needed but to address your question, first decide on a mod manager. There`s two main ones to choose from. Look into the pros and cons of both and pick what sounds best for you.
After that download LOOT and use that over the load order function in the mod manager.
As said above, the first mod to get is the Unofficial Skyrim Patch. That will always be at the top of your activated mod list. After that its up to you.
...I followed his guide and based on that, I made my own guide-mod-setup, here some images from mine:

Believe me and trust me, you WON'T REGRET IT a bit!
An essential read if you want to mod Skyrim properly
