How to fix FPS Stutter
Graphics Card: GTX 1060 6GB
Processor: AMD FX 8350 Eight-Core Processor 3.7 GHz
64x bit
Windows 7

As you can see I am using a good enough computer to run SSE. And I have before. I only just recently started playing it again and I noticed when im on the main menu i get a frame stutter every 5 seconds. Ive never had this happen before. Only recently. I thought it was only on the main menu but it wasn't. It happens in game whether i am looking around or not i get frame hiccups every 5 seconds. A few things ive done to try and fix this is:
1) iVSyncPresentInterval=0. Didn't work
2) Set my Vsync Triple Buffering to On. Didn't work
3) Changed my Vertical Vsync to On and Adaptive. Neither worked
4) Changed my Power Management Mode To Adaptive and Max Performance. Neither Worked
5) Installed an ENB to fix it. Didn't work
6) Uninstalled and Reinstalled Skyrim. Didn't work
7) Uninstalled all mods. Didn't work

Any other suggestions? Or possible fixes?

On the main menu screen im getting 350+ while moving my mouse. Keeping it still i get 400+
In game im getting 48 - 57 frames. Keeping it still i get 63 - 67

You're going to get screen tearing without a steady FPS or without vsync.

You have vsync off, now you just need to cap your frames at 60 FPS...you will have tearing if you fluctuate though, which it seems you do a bit.

Switching out Skyrim's vsync for ENB's which is probably better, but still not great.

Or using its FPS limiter.

Have you tried turning off Skyrim's vsync as you have and then tried using Nvidia's Adaptive or Fast vsync?

Skryim is set on 60 FPS anything above can cause physics to go weird and give you stuttering.

Ok so i did this but still getting a stutter. luckily the stutter isn't as mad anymore. it used to last for 1 sec, not it lasts for 0.7 seconds (just guessing). Any other suggestions? I can try capping it to 58 or something

I switched it to Fast and limited it to 62. Sadly it didn't work but i limited it to 40 and the stutter has been shortened even more so something fixed it a bit

Try at 30? the game can play just as well at 30 as it does at 60. If you don't like the idea of playing at 30fps, you can at least try it and see what the result is.

Part of the problem is your CPU, since it's multicore. Have a 6300 myslef, definitely the source of my problems, with the same GPU. Also, how much RAM do you have? Less than 16gb will cause stutter in Skyrim.

I dont think the RAM is the problem. I was able to play Skyrim with 60+ mods at full graphic settings (with extra graphic mods) at 40fps min. I have 12 GB of RAM

I can play some games at 15fps and not worry about it. I used to play games at 15fps cause of how bad my PC was at the time. Im using a new one so i dont experience lag under 40fps. Except for now, randomly. I will try 30 and see if it helps

Have you tried running in windowed borderless?

You can grab Beth ini off the nexus to switch it on/off
