I like Detailed Rugs better than Rugnarok...less clean and blend better into the game...Rugnarok looks nice but sticks out too much, just look too clean.

Tempered Skins for males and females in my opinion is leagues better than WICO.
WICO is nice if you want everyone to look like plastic super models...Tempered skins is for when you want them to look lore friendly, realistic and much better than vanilla.

Also went through the posts on nexus and read through and deleted the grass on rocks and underwater etc...
I did have fps issues at some point even with running 1070. But I got all mods running + ENB. I solved 70% of it by just adjusting skyrim shadow settings which were at epic quality. Maybe 40-50ish in town probably also due to more npcs addon. Memory is suprisingly high like 5-6/8 even with other apps closed.
That grass addon looks like lawn mawers worst nightmare but considered age I think forest look is fine. I replaced with addons you mentioned.
Yeah I reduced the amount on the grass mod myself...
But its the best grass mod out there...I'm not a fan of the Flora overhaul, the grass in that one just looks like watercolor paint at a short distance away.
They are many-many. Actually is a HUGE combination of mods for the PERFECT result.
Check the "SKYRIM SEPTIM" guide in Nexus - you won't regret it, trust me.
(I'm not writing you here the mods, because they are truly MANY to install).
