FIO: USSEP ought to fix that.
Meanwhile, try using the console (~) setstage CR08 50
Yep, so now you know why "most" people use the USSEP (I don't). Have a great game. :-)
Like you I ran into the same problem once apon a time and researched / looked it up. :-)

Edit: I have a side and a half of A4 paper with all the problems I've previously encountered scrawled apon it along with thier resolutions. It's a mess but still somewhat organised - lol.
It doesn't have everything, though, just the major stuff I regularly deal with, like the Brawl Bug to get Uthgerd as a follower, or the one where Serana won't bleed into the bowl, or the one where you randomly end up with Draugr Eyes. It's got other handy info as well, like which Shouts are found where, and codes for adding NPCs as Followers, like Salma from Ironbind Barrow.
Whenever I find a "new" bug, I add it to the book. I also put info pertaining to some of the mods I use, like UFO for the Horses mostly since I'd never used it for that, because my Improved Housecarls and Hirelings mod only works when it's loaded before (under) UFO, but UFO's Horses stuff doesn't work with the addition I made to give all my Followers owned horses.
I guess I'm going to have to break down and manually combine my mod with UFO.
Edit: I hope you made your book a quest item - lol.
Precisely! Tsss.. me and my English sense of humour, eh? :D
