I'd vote for True Storms...havent fully tested them all, but from the videos and screenshots...seemed like it had the best effects and design.
I like mods that stay with vanilla but improve it vs ones that do drastic changes and dont seem to remember what vanilla even looks like.
well I do know it hell RLO has also a weather component ... however both are more basic then COT or vivid weathers.

I have found the septim guide useful, but have already went against some of the recommendations. I have never used any enb, I don't have an extremely powerful rig, so I started with low quality and have been moving different settings up as I discover what my machine is capable of. I just recently switched my resolution to the 2nd highest setting and am blown away by that, so obviously my standards are below what most of you probably hold for picture quality. most of my launcher settings are on high , with medium shadows
I used all weathers' mods. Recently Dolomite too. To me, the above combo (of mine, not "SEPTIM" guide's) is the best. But, adding an ENB with these recommendations.
Main problem with fps & CTDs and such, is the GRASS quality... and SHADOWS. (Of course TREES too). You need to set LOWER these things, if you have a mid-range system (or bellow).
Most weather and lighting mods are separate?
So yes if you use True Storms, you'll need a lighting mod if you want one...and if you use ELFX you'll need a weather mod...
So, figure out. I'm spending 10 mods' slots only for weather/lights, because THEY MAKING REALLY DIFFERENCE in the game. When you spend serious time and play around with these kind of mods, the final result is AMAZING. Not "just nice", as most do (and have).
Sure I am aware there are people using several of each.
But each ELFX and True Storms do stand alone...saying they dont means that True Storms cant function by itself as a weather mod...and it can or that for the purpose of ELFX it cant stand alone...and it can.
ELFX isnt a reshade or enb, its like Realistic lighting overhaul, it improves the light sources and lighting etc.
So yes you will get a better result using ELFX or RLO with an enb and/or reshade.
But they both will fully do what they are designed to without anything else.
The others, are for weather. CoT is amazing, but has flaws. Combo CoT with True Storm & Real Rain, you have the best Weather on market + "Ethereal Clouds" & "Ethereal Cosmos" (galaxy), you don't need anything else.
