Fendis Alethi in reachwind eyrie?

Does anyone know which mod might add him or who he is? I never remember him from vanilla, it's been a while though, and I cant find anything online.

he's a dunmer inside reachwind eyrie when I arrive, and he becomes hostile upon entering. he also has Runhilda's amulet which had an enchantment that makes "Persuade checks in dialogue will almost always succeed, and increases Speech skull by 10"

figured I would ask here before posting my load order incase anyone already knows who he is

It is the Rorikstead Revised mod. I found a woman there with the name Runhilda and asked the mod author about it. I found Fendis and the necklace yesterday, which is why I am answering this two months later....just in case anyone else is looking it up.

The author accidentally left it in. It was part of a quest he was making but never finished.
