Yeah, that's just me looking at my own personal notes where I wrote down what I got from where. The correct answer should just have been.. one of the Frost Breath shouts. :-)
Not a good idea and pretty pointless unless you're starting a new game. Did you try the setstage command?
That, unfortunately, can happen at any location in the game. Not very often but it does happen and it's usually because of something we've done in game. Why? Because we're allowed to do more or less whatever we want and the writers haven't always got our actions covered. It happened to me recently at Windstad Manor and previously, many many game hours ago, at both Markarth and Windhelm. I know what caused the Windstad problem but I'll be blowed if I could ever put my finger on what had gone wrong at the other two locations. Good luck now.
