To fix this:
Install the creation kit (or move all of the files) into the steam/steamapps/skyrim/data folder. It'll work in there. Hope this helps.

Did you install Skyrim without running it first? run skyrim from the default launcher, then the creation kit will work

Same issue here. Creation kit installed and launched Skyrim before. Both are on the same hard drive. Doesn't launch. Bethesda really did it's all to become a pile of lowlife garbage devs.

You need to get the Creation Kit from the Bethesda Launcher, the one on Steam is for Skyrim LE.

Maybe they're trying to use LE. Same issue here, Steam Kit doesn't work even for LE.

For those who find this thread - separate download on steam for the SE creation kit. Just have to add to lib:

Unsure how useful it is yet, but it at least launches, loads, and is able to browse the ESM's

You used to have to download the CK for SE on the Bethesda client... which went to s***, it was moved to Steam.
