Annoying Dialogue Bug

So, I just recently started playing Skyrim again and I'm running into this incredibly irritating bug where occasionally (there doesn't seem to be any sort of rhyme or reason to it) the dialogue will just get stuck. The NPC says something, and the screen is just stuck, no options to pick or anything. Hitting tab does nothing. Hitting literally every key on my keyboard does nothing. I can't access the menu either. The only thing I can do is close the game. I'm not playing with any mods, by the way.

If you have this issue use the console. Select the character you are stuck talking to and type "disable" in the console. From there you will be free just remember to type "enable" so that the character doesn't disappear forever.

I got this bug with the Alikir prisoner couldn't kill command him because he's essential, disabling him didn't work. I got stuck by attempting to talk to him just as he started doing his "guards let me out" dialogue and it got me stuck in the dialogue screen with no dialogue options and not letting me tab or esc or do anything

all i did was coc a location and it work

i am having the same problem but on xbox and always in the same spot the Message to whiterun after i deliver tulius' message the cutscene plays balgruff talks to me and gives me the axe for ulfric and the dialouge bugs out every time does anyone know of a console soulution ive already installed USSEP
