I have these (above) question marks - not about magic, about these above.
"But for what? Just tell me which one of the mods is working/looking better!!!"
Modding is like building with Lego-
You'll have 100 parts.
Each part on it's own isn't that special.
You combine 50 parts, it might look good, it might look ok.
You combine 60 parts, it looks wierd.
You combine all 100 parts, and what do we have here? A masterpiece.
Beside that - Having an entire list might inspire you to tweak around with even more mods.
What kind of game I'm aiming for -
Shouldn't look like a Toys "R" Us, nor be too lifeless.
Fighting should be versatile and challenging.
Game should offer a LOT more depth, visual and gameplay wise, same about the interactions with NPCs.
By the way - what hardware do you use? Like what GPU, RAM and CPU?

So, my point is that I'm confused with the environment/lights/city overhaul/npc overhaul mods. There are tones of them, and I need to find the best result. Do I need COMBINATION of many of them? Do I need just a couple of packs (but which, from these many similar ones)?
I'll provide you my list for the best experience (Even if it's personal preference, my list were always pretty popular).
And yup, you need a few combinations to achieve the "best" results.
But also, I need to have the best overhaul result for the environment, city overhaul, etc.
For NPC too, because I don't know which to choose from.

My girlfriend (which is a total noob to Windows and gaming as well)... well, she tried to mod.. guess what, deactivated all of my mods.

NobleSkyrim for Textures. Don't worry, just check the downloads. Even if it's under the "Oldrim", SE is supported. + SMiM (Static Mesh Improvment Mod) Comp. -patch
For ENB - I use Rudy's ENB. He designed it for Vivid Weathers, so yeah. Does what it should (Make the visuals great again).
Unfortunately, SKSE (Skyrim Script Extender) is still not update for SE - which means a lot of great mods and tweaks ingame will be misssing.
But what I've done in the past ~2 hours is kinda ok to me.
The problem right now is, that you have to chose either or, and mostly both of them won't satisfy you(or at least me).
About Vivid - if you'll download it, download the .BSA file. As there are some people that have trouble with the Vivid's Book (ingame option to change settings).
Why Vivid and not Climates of Tamriel?
Vivid looks much more realistic OR fantasy-like. You can tweak around with the Vivid's Settings and the ENB to get the visuals you want.
And the godrays.. I love godrays.. but in CoT the godrays are EVERYWHERE. While in Vivid, they're just there, where they belong.
In case you'll wonder why "Apocalypse" and not "Phenderix Magic".. Apo is lore friendly. Phenderix.. buff yourself to autoattack a billion times, use these 2 buffs and they'll grant you infinite stamina. Too many glitches around there.
I mean sure, it's a singleplayer game, so everything comes down to personal preference.
Just giving opinions here.
To my luck, Loot is literally messing up the entire load order. Vivid, SMIM as an example was at the bottom, while all the clothing is at the top. Gotta sort that out.

Personally I use Climates of Tamriel for weather and exteriors and RLO for interiors with Real Rain added. Most of the weather and lighting are just up to personal taste, most are good but just have different atmosphere.
Violens is just about killmoves while Wildcat is all about regular combat, so they actually work together. I'll tell you now though, as much as I LOVE Wildcat (at least with Morrowloot Ultimate) it is so ♥♥♥♥♥♥♥♥♥♥ hardcore. Even on it's default setting you can get obliterated by enemies in sometimes 1 hit. It goes both ways though, it really made the game so much fun for me. Kind of like... Elder Souls or something.
Also definitely definitely DEFINITELY get the Re-engage ENB if you can handle it. It goes on top of all the other mods so no worries about conflict. I'll show you 2 screenshots, one with one without, that have many of the mods you want.

You'll see the difference is quite stark.
The mods I had on, besides re-engaged ENB were:
NobleSkyrim 2k, Climates of Tamriel, Etherial Clouds, Skyrim Flora Overhaul, Verdant, Static Mesh Improvement Mod, and I think that's all the visable mods.

ENB/Re-shade: -Nyclix ENB reshade
Gamplay: -Combat evolved (uses no scripts, and adds no BS wounding system)
Character/NPC: -Bijin all-in-one to get alot of unique main NPCs (not compatible with WICO)
-UNP For SSE
-Then manually add "Demoniac Skin" mod to SSE from oldrim nexus and
select the Bella faces option to make the rest of the NPCs look better.
-Then for my character I use the mod "unique character" that allows me to use
"Fair Skin" and combined with the specular maps from the Demoniac
pack for my own character.
Textures: - I use Noble Skyrim 2k as a starting place, and then add the rustic texture
packs on top of it. Also there are two terribly designed textures that I replace,
the farmhouse floor and whiterun city ground texture. I replace them with the
corresponding textures from "SSE texture pack" by Osmodius.
-I then replace all landscape texture with the (2017 SSE Nexus landscape
textures)
Lighting: -I use ELFX
Weather: -I like how "True Storms" is more realistic than the other weather mods.
Flora and Trees: -Honestly I just leave them as they are. Just retextured
Running all these with a i7 and GTX 960 2gb @ 45-50 FPS in wooded areas, steady 60 in interiors and tundra areas.
(Settings are all ultra except shadows which are on high and using the FXAA)
Okay, I'll try something different than Skyrim 2017 textures.
About the Weather, I was fan of CoT. I was using (a couple of times Vivid), but I thought CoT is better.
About the lights in general, I have to play a bit longer (I still have "glitch" in some places, mostly interior areas).
About the NPCs... I'm currently using WICO, but I'm not entirely happy with it.

Been a huge fan of Cost as well. But with the newest update of Vivid, I just had to change.
Interiors glitch.. do you mean the glitch, that the lightning just simply turns off when it's at the edge of your view?
You're not the only one, that isn't happy about WICO.. but with SE it's just so damn hard to get proper mods.. well, if you're used to Oldrim at least.
Like "Holds" wish I could use it in SE.

I don't really like WICO. I think "Total Character Makeover" I was using is better.
No, I don't like "WarZone" and rest, they're messing the "Hearthfire" DLC. After I'll finish the DLC, I may have them too included...
...Well, I don't. I'm not using ENB, because I never understood HOW TO USE that.
