Hjallmarch Thane
So on three different playthroughs i am trying to become the Thane of Morthal and I have completed each of the tasks i need to help the citizens. And i have the alchemist chick you grab the book for. i come back with the book, and she tells me in a grim tone, "The Gods know what you have done." And then I am unable to turn in the quest to help her out. Are there other quests in Hjaalmarch I can turn in to become Thane?

the npc that runs the sawmill, sell him firewood. alternatively you could have done that 3 seperate times to complete the quest.

You can also deliver a letter to Whiterun for the Jarls daughter - if you haven't done so already.

Radiant quests count. Just complete a bounty.

there's also a guy you can brawl with. and no bounty quest don't count only in riften they count however slaying a dragon on town does count,

Would having the book tagged as 'Stolen' cause that reaction? I don't remember the details of the last time I did that favor quest.
Highly possible. If you kill a chicken in the middle of no where, a guard still knows you did it because your horse and any other animals witness it, the rats

No. I don't have that mod. i am trying to go through and get the acheivements. But also I don't understand how to use Nexus mods on Skyrim. I use the mods on the Bethesda site.

you can also deliver iron ore to Gestur Rockbreaker at stonehills mine east of morthal.

did you already do the laid to rest quest and kill movarth?

if you killed someone that the merchant in the alchemy shop liked, even without being caught, she will not like you anymore.
