The description "like Fire, almost crackling, almost like sparks" is a lot like what I hear but in my case it turned out to be (after much hunting around) the sound of spiders trying to climb steps but getting stuck.
Still looking for a way to trun this sound off, as it's quite annoying.
Do you want the Spiders gone also? Several Arachnephobe mods around.
Just replacing the sound seems like a case of finding what sound file(s) are played by spiders and replacing them with a file of another sound (say like skeevers or wolves). 5-10 minutes with the extracted Skyrim - Sounds.bsa would likely benefit you. Not sure how technically inclined you are.
i got the weird static crackling sound from the aftland corrupted sound bug & i didn't notice it until it was too late in my save for me to pick up an old one. i went back to the aftland animunculory (the cell that causes it) and i was able to temporarily fix the bug by leaving & saving, but the next time i opened the game it came back.
the "sexchange" console command fixed this for me (as recommended above) after it was a very persistent problem in my save. if you're having trouble with the aftland animunculory buzzing, i suggest you try it out.
It is a popular mod. See if you have it installed. Not sure if there's a fix for it.
