Decapitation not working even with Perk?

I noticed that I don't seem to be decapitating anyone. I got the perk hours ago and I have yet to see a head roll, any ideas? I am playing on PS4 with a high elf, I have yet to test my PC version.

It works for me, occassionally. There's something like a 25% chance of decapitation. But, it must be initiated with a standing power attack to have a chance of activating. I guess I move around too much, or the game thinks I'm not standing still - one or the other.

Edit: I'm dual weilding, btw, with Mehrune's left hand and Bolar's right hand.

Thanks for the response. I do standing power attacks constantly and I've yet to see it over hundreds and hundreds. At a 25% chance the odds I haven't hit that by now are minuscule.

Edit: ok I dumped my follower and kept trying and I finally got it, thx!

I think the chance listing is actually a lot lower. Ingame stats aren't always accurately portrayed (Khajit unarmed damage listing is wrong for example). I've definently seen it activate a few times, but very rarely.

Mine works absolutely fine with 2 handed. I get maybe a 10% decap rate.
