Windhelm stable guy dies
He probably die sometimes ago, since i can't find his body anywhere so i can't resurrect him.
I try player. placeatme *his BaseID* and it did spawn him but no option to buy horse.
I also try player. placeatme *his ref ID* but it didn't work.
so, any suggestion?

Buy a horse somewhere else. There is no command to make him sell horses again. Once a merchant is killed in the game, they are dead forever. Reload an old save is the only way.

He does have an apprentice who should take over the business, unless she was killed during Blood on the Ice.

This is wrong and will not work. They will be alive but in a useless zombie state.

Regarding use of console commands:

Ilja:
Console is a debug tool. It does not pass event and AI scripts, or undo scripts that have been already been ran. I have stressed several times that using resurrect is among those commands that you should never use in Skyrim.

If the character you resurrected was dead, then using the command does not undo death scripts that have already been ran. Game AI gets confused and in 99% of cases you will just have a no-good character wandering around. In worse cases, death scritps will have run other scripts and suddenly "alive" character starts to cause conflicts in the game.

If the character you "resurrected" is alive (and in this case a quest character), then scripts affecting to this character now has double targets, messing up the game AI royally.

Load a save from before using unsafe console command. Do not try to undo it in any other way, because Skyrim stores script data to save files and there is absolutely no way to clean them 100% from them. Even Bethesda didn't manage to do so.

Recycleactor works better, but can still bug out the game.
The Altmer stable man had dialogue saying if he was to die by a dragon then so be it, or close to that. Anyways, I once had a save where he said that, then a dragon really did come and kill him. :P But, I do believe his wife takes over the stable. So look for a female Altmer with two buns and blue clothes living there.
The devs wouldn't just let him die without a backup plan.

Sorry, I defend the devs a lot, but even I can't agree with that one, the Devs didn't create back up plans for all the important NPCs, they just made certain ones Essential (ie you can't get them killed). Far too many threads have been written because they didn't create back up plans for various NPCs.

Yes they would. They totally did when they introduced the $^%@#! vampires from Dawnguard.
oh sht.... i resurrected a few characters.... i complain about npc die, and someone suggest me use resurrect, they didn't told me it was dangerous! oh god, how long will it take before my game crash?? i resurrect every nps that die! what should i do now? If i had to reload that'd got me back to like lvl 7?

It might not cause your game to crash.

It's just that if the death script has run, they have no scripts to run them, and they just stand there doing nothing.

However with certain NPCs the game can crash because they are both alive and dead in the settings, which can throw things off. Best not to use ressurrect too much. play on and hope nothing is wrong, and if it does crash, then restart.
I use a mod that set all named npc's protected so only you can kill them ... unless they have to die story wise (Nurellion, Kodlak Whitemane, etc)

any use of the debug console command allways comes with a risc of game bugging out corrupting game data and breaking a save from even loading at all.

if you want to try and prevent certain situation use a mod that does your desired change from the game start
its cleaner and will prevent buggy gameplay...
if the mods are written correctly.....
