horrible screen tearing
so when this version of skyrim first came out my fps was all messed up, now it holds steady at 60-61 frames but i'm getting this terrible blurry bar every 2 seconds over and over,

i have decent rig, but my monitor is a gysnc monitor that operates at 60/120/144hz and i have not been able to play any bethesda game at all because of problems with FPS

set your monitor to 60hz and lock your fps to 60 as well.
Most bethesda games like this, with maybe the exception fo fallout 4, the physics is tied to fps and also causes some screen tearing at higher refresh rates.

There may be fixes out there for the refresh rates up to 144hz but I don't know them.

thats the thing my monitor is set to 60hz and the FPS is pretty much 60, it just keeps hitting 61 never any higher

1. Go to control panel and set refresh rate to 144.
2. Go to G-Sync settings and make sue G-SYNC is set to full screen mode.
3. Open Global 3D profile and set Monitor Technology to G-Sync, Multi-display/mixed-GPU acceleration to Single display performance mode, power management mode to Adaptive, Preffered refresh rate to Highest available, Vertical sync to ON (don't ignore this step).
4. Open Skyrim.ini and add bLockFramerate=0 under [Display] tab and add
[HAVOK]
fMaxTime=0.0069.
5. Open SkyrimPrefs.ini and add bLockFramerate=0 under [Display] tab, change bBorderless=0 from 1.
Launch Skyrim and when main will completely load, alt tab out of the game and back in.

Source: I play on G-Sync monitor.

yo painkiller thank you so much not only did this fix the screen tearing but i can now run skyrim at 144hz at 60fps which is much more amazing seriously thank you

NP! I am glad it helped. Btw you can uncap fps (if you did so) and run past 60 fps since fMaxTime fixes bugs and game doesn't act crazy at high frame rates.

Yeah, I would recommend you to alt-tab every time you launch the game. It doesn't lose focus everytime, but when it does performance degrades noticeably. If you think this is placebo you can ignore this step, but window focus loss bug happens in Skyrim Special Edition sometimes. If you notice some strange performance behaviour just remember that alt-tabbing before the game loads may help you.

30 hours "test" on my side. If nothing went wrong in 30 hours for me, I don't believe something will go wrong in 40, 60 or 100 hours. But you should take smr1957's words into the account, since I am not a Skyrim developer and don't know everything that's going on under the hood.
Btw, this fix has been found 7 months ago. Everyone who has high refresh rate g-sync monitors plays with this workaround by now. So it's been tested for a while...

Those are not my words, those are the words of the person who developed the workaround. It is not to say that it does not work - many poeple have not had problems with it - but if you are going to post regarding this workaround, you should include that caveat. (The link goes right to the reddit page that discusses it; the warning is taken from that.)

EDIT: Look at it this way, many people take medicine and have no problem with the medicine, yet all medicines come with warnings of the potential for problems; it is not to say that there will be problems, it is just to say that there is a possibility - however slight - that there will be some.

Sorry to ressurect an old post, but do you have to play with a windows border to get the unlocked frame rate? It runs beautifully, but that border is a huge distraction.

There is, but I'm wondering why anyone would want to turn the border on. He listed it as a step in his instructions.

borderless window and fullscreen are the 2 display modi the old post refers to.

bBorderless=0 means you run the game in fullscreen mode = better performance
bBorderless=1 means you run it with borderless window mode = better alt tabbing
