check your video card temps, maybe it's getting hot and the card is throttling itself to keep from overheating.
Also note that RAM is different from VRAM.

If you want the game to use more, then you've got to make it need more. Try installing some more texture mods, or mods that add more NPCs to cities, etc.
Of course, none of this will help with your frame rate issues...
If it's only using 4 gig of RAM, then obviously that's all it needs. You may know the difference between RAM and VRAM, but you clearly don't know how a 64 bit program works. It can use all the RAM that it needs, there are no restrictions other than the amount that you have in your system. There is no way to give it any more than it's already using up. If you're experiencing slowdowns, then it has nothing to do with your RAM.
are you saying you think you are crashing because you don't have enough memory? you seem to be saying two opposite things and i'm not really understanding clearly what you mean.

There's no way it could do that with 32 bit memory addressing.
I believe your game crashes. I believe you experience it at around 3.5GB of memory usage. But running out of memory isn't the cause, unless you're actually/accidentally playing Oldrim.
