Who needs thart when you are the dragonborn, do the main story till you get the Clear Skies shout then you can shout away the rain.

Clear Skies is indeed the best way, but there are others.

If you are using Pure Weather this[www.nexusmods.com] might work -- it is an old, unsupported mod, take that for what it is worth.

You could look for similar mods or perhaps INI settings for other weather mods or ENBs if you are using them.

A console command is also available:

fw <formid> (Force Weather) temporarily changes the weather. Check here[elderscrolls.wikia.com] for the list of formids.

Also changing the timescale can affect the speed of weather changes. default is 20. You can set it lower to 10 "set timescale to 10" in console commands. There are drawbacks to this method though. The game is based around a timescale of 20 and so time realted script events ie. stores opening will be off. Like you can walk into belethors at 6:00am and he won't even be in shop. There isn't anything too major beyond thatt though. Artmoor has a document on this effect if you do enough googling
