Well I think if you have destroyed the Dark Brotherhood that Delvin Mallory alerts the other members of the Theives Guild that with the down fall of a loyal acquaintances that it would be wise to scatter while they still can to save their sorry skins from being mass murdered by the Dragonborn. Which would allow you to kill a good amjority of those guild members that are too stuborn to try and rob you of gold and other vaulables. May it even cause a change of heart for certain NPCs like Sapphire, Delvin, Mercery Frey, Vex and many others. to turn over a new leaf before their deaths.
Which could cause Maven Black-briar to hunt down certain members for fleeing like cowards which means you the Dragonborn could fight her and end the torment of many underpaid workers/ slaves. Taht would have been a great compainon quest for Mjoll the Lioness. The same can be said for my affinity for the Thalmor, and the Vigilant of Stendarr, Silver Hands all great oppertunites for a character build left untouched by Bethesda that was forgotten.
Now that sounds like it would work out to be a great mod. Wish I knew how to use the creation kit.
Yeah it would be a great mod but it would have been nice if Bethesda implemented the idea in the game from day one. The entire franchise The Elder Scrolls and Fallout would have had bigger and better numbers if they took a small amount of time to improve the statew of the game just imagine taking down the Compaions with either the Vigilant of Stendarr or the Silver Hand, or lock up Delphine and track down Esbern for the Thalmor. There could have been a option in the game from day one that if you joined the Imperals or became the Thane of Solitude to marry / start a small relationship with Jarl Elisif the Fair. Maybe even save Miraak from the corruption of Hermaus Mora. Bethesda could have made it where you could become the balance between the Dragons and the Mer, Men, and others Species that call Skyrim Home.
In many cases the College of Winterhold has a few disappointments like the fact that when you become the Arch-Mage of the College there could be a better reinforcement that could allow the college to offer a hand to rebuild the city of Winterhold to protect it from the possible outcome of another nasty storm. Skyrim was under devoloped in many cases. If you were planning a trip to a major hold like Markarth for Example you could have anew dialogue option with Calcelmo to to allow you to see any and all new discoveries or offer a helping hand to advance his reseach of the Dwemer. Which if you have played through the Theives Guild quest you will know that the tablet in Calcelmo's Tower is Falmer based which could open up the option to have a member of the college look ovet the text which leads you to Enthir enter to assist Calcelmo, and yourself to translate the information.
There is also the option to allow you to stop the madness that Hermaus Mora has caused to Septimus Signus with the aid of the Vigilant of Stendarr to even stopping the effects of Molag Bal domination nature, Vaminia's Nightmare-ish effects that havebeen plagueing the city of Dawnstar, to ending the cannobolisitc feast of Namira, to stopping the cult of Boethiah, to even keep Calvicus Vile in a weakened state by killing Barbas to the slaughtering of Sinding and destruction of the Ring of Hircine. There are inifinite possiblities taht were left unchecked to fully give the player the option of gainning any and all effects of a RPG. Even the lack of killing Serana and Valerica after the death of Harkon for the Vigilant of Stendarr after you mention that their HQ was Destroyed by Vampires.
The game in many ways lacked vital items to be a solid game from having a quest that would have you finding a dwemer pocket home, a bag of holding, a fully indepth understanding with a few new dwemer instead of just Yagrum Bagarn which could have given you the option to craft brand new dwemer automatrons, even the ability to even gaining the ability to craft a new device similar to the well known pokeball but would allow to your companions to to be enter missions that they would have been banned from in the first place like Sovngarde, Apocrypha, the soul carn, and many other areas, that was just the items now lets get into the features multiple follower or companions to travel with as most D&D, D20 Modern, and othe types of Dice Rolling RPG's are multiplayer anyway, a camping system for instead of just waiting around at night, Better Buildable House's for area's like Morthal, Falkreath, and Dawnstar, which would allow you to adopt multiple children. more areas houses to buy let's be honest the modding community has made major amounts of breath taking homes to download and install some o0f which could be added to the game, there are few enchancements that could make armor better, a lack of spell levels on books, to even better spells that could have been added, a lack to update the echanetments to even a the option to create newer enchantments and spells. These were just my opinions on how to make Skyrim Greater that what it was, you could even have had the option to let one of the Markarth Guards know that Eltry's forced proporsition to have you end the forsworn in the city, the game has many issues that needs to be fixed like the player being able to kill Delphine and Esbern to protect Paarthurnax, or even giving the player the option to tell Delphine and Esbern that Paarthurnax has done more good than evil that during the the time of Alduin 's Reign that Paarthurnax was doing what he felt was necessary to stay alive and that they should drop the hate towards him or face you in combat, and finally to allow you to become a leader to all dragons for peace, even the option for female dragons to marry, (I know hrroifing thought but hey better than nothing).

Devin malory's role in the dark brotherhood questline is probably only part of it. They easily could have made an alternate npc for this. More likely is the trainers. This is where you'll find most of the thief skill trainers. Same way the companions are the warrior skills and the college has your mage skills. I believe this is a design choice to prevent players from inadvertently locking out these features.
Maven is also tied to the civil war storyline if memory serves. So this is why she isn't killable. That said, it'd be awesome if there was a hidden way of killing her after completing her required stories.
