I don't understand the problem. If you've already talked to Alvor, why wouldn't the line disappear? That stage of the quest would no longer be relevant, you need to go talk the the Jarl in Whiterun at that point. It sounds to me like the quest is doing exactly what it should be.
Why? You do understand the concept of "optional" right? It means you don't have to do it if you don't want to, or can't. You're being really silly with this 100% completion thing. Just play the game and enjoy yourself, stop obsessing over little things that don't mean anything.
It's not a problem so there is no answer. You've already been told that the game will not list completed optional objectives, what more do you want? Stop beating your head against the wall.
