It has nothing to do with that, it would happen regardless. It's just one of the annoying quirks of the physics engine. It happens in my games all the time, and it's impossible for me to go beyond 60 fps since I don't have a fast enough monitor for that.
You're mistaken if you think it happens to everyone. You absolutely should not be taking damage and getting bounced around every time you walk over ground clutter.

It's certainly possible to untie the game's frame rate from your display's refresh rate. The most obvious method is to simply disable vsync.
I didn't say it happened all the time, but it does happen.
Which I have never done, I always play games with vsync on. Ergo, my framerate can not exceed 60 fps, as that is the refresh rate of my monitor.
See if you can figure out who did.
