if i cheat and increase a skill to 100, will my level be increased too?
will it affect my level or just the skill i level up?( by command console)

There are two seperate console commands for both character level and skill level.
I haven't really used these commands much myself, but I don't think one will effect the other. So if you want both your skills and your level increased its probably best to try using both of them.

player.setlevel (#)
Sets the player level
&
AdvSkill [[[skill|skill]]] [#]
Gives player the specified number of Skill-based experience points.
Amounts vary from skill to skill.

Depends which command you use. Can't remember the exact code off the top of my head but there's one that's something like

Player.Setav Alteration 100

(Or whichever skill). This will simply tell the game your skill is whatever number you type. There's also one that's along the lines of

Player.Advskill Alteration

Followed by a number. I'm not sure if you just put the number of levels you want to increase, or an amount of skill XP, I THINK the latter. THIS one will tell the game "I've just done a lot of this skill and earned XP and progressed." And thus it will increase your character level. This is really, really not recommended.

I tried a mod called The Book of Knowegle. When read it set all skills to 100 and maxes out your level. When you do this the game upscales to meet your higher level. And you start seeing the worst the game can throw at you, constantly, All dragon , Draugers, and so on are set, by the game, to their highest setting also. It was a wild play through. No EZ kills with this mod. If you would like to see, just what the worst the game can throw at you is, give this mod a try.

If you do not want to gain xp but want to max the skill just use setav
player.setav smithing 100, it will make the game harder though
