Because if i have to make a new game every time i enable a mod, it would take me days
Well I'm sorry to say, but that's exactly what it takes when you get into modding these games. You go slowly and make sure everything is working before proceeding to add more mods. You're just asking for trouble tossing in a bunch of things all at once.
Evidently you have a mod affecting Whiterun or maube the immersive citizens mod causing you pain. BUT, as Belanos stated your save is fried and nothing to do but begin again...
Try working the main quest past your critical meltdown stage before re-enabling any mods.
Turn the difficulty down to Novice, run straight up to Bleak Falls Barrow. You can run past most stuff, you'll have to kill that spider, the Dunmer stuck in the web, and the boss in the last chamber, I think, but everything else you can just ignore. Grab the Dragonstone and head straight to Whiterun and speak to the Jarl. This can be done in ten or fifteen minutes. If all works as expected then it was probably that mod.
If not, disable everything except the unofficial patch and ASLAL and repeat, if it works now then you need to figure out which mod was causing the problem, the best way is to re-enable in groups.
If so, then you can probably safely start a fresh playthrough, with or without ASLAL, and play on as normal.
Also, NEVER, EVER use the console to force quests to progress, especially the main quest. It's almost certainly going to result in even more broken quests further along, much better to figure out what's wrong and fix it.
The mod author says to disable it, do the quests, and re-enable it.
That link is broken, there's parts in it that aren't supposed to be in the address.
I wouldn't even bother with that mod. It doesn't sound like the author believes in testing his work before releasing things, so who knows what other problems might crop up. I don't see the point in turning Farengar into an Argonian to begin with.

Not really, you just have to watch the formatting. And you can go back and edit if something screws up.
As for not enough Argonians, of course not. They come from a tropical swampy environment. There aren't going to be very many of them that would be happy living in frigid Skyrim, with all it's snow and ice.
