Report a translation problem
From what I can tell, with multiple controllers connected any controller will work in the menus, but as soon as I actually start a game and the game says "move to start", the first controller to give any kind of input, not just movement, will be selected as the only usable controller.
Could it be that you have multiple controllers connected and the one you're not using is somehow trying to send a command, could be anything from a steeringwheel slightly turned to the side or even just an older gamepad when one of the thumbsticks isn't sitting perfectly quitely in it's "deadzone"?
if you have multiple controllers, might be worth trying to disconnect the ones you're not using, just to test.
If you don't have multiple controllers then I'm all out of ideas but hopefully the devs weill be able to figure something out :)
