They do teleport a bit if they're not in player view and on camera view, and if the camera goes staticy for a second. Only a few steps forward, though, just to throw off the player. The Owl teleports all the time, though.
The way that the AI works in that the Wolf methodically checks every room in the station looking for you before restarting the cycle in a new order, the Cat crawls around in the vents and attacks if it hears you, and the Owl teleports around the station to surprise you in rooms.
Cat is a bit more fair, RARELY he will not make any vent banging and just drop in front of you for insta-death, but USUALLY he'll purr and you'll hear the vents before he drops into the room. Wolf will always go room to room and look for you as Hunter said.
Owl teleports to very specific spots in each room, so as long as you keep an eye on those spots (usually near the center of the room), you can prevent the Owl from spawning, or if it already has, prevent it from moving from that spot.
The only instance I've had with the Owl coming out of nowhere right next to me was when I was hiding in the control room's corner, behind the shelves, and the Owl teleported in because a box on the shelf blocked my direct line of sight with the spawn point.
