Report a translation problem
Please make sure the antivirus is temporary turned off.
Under Documents\My Games\UnrealEngine3\TwilightGames\Logs\
You can find two file tiles. One is .txt and one is .dmp. Please email us (fansclub@fuzzyeyes.com) the latest one you can find under the directory for us.
If the game does not generate any log or dump files, it seems the game crashed in a very early stage. And it's not necessary the game's issue. Therefore we are recommending to do the follow to determine the cause of the problem.
1. Try to start the game by adding "-log -nostartupmovies".

2. Uninstall the game, and delete the game folder from both game data folder from My Document and the game installation folder (default: c:\program files (x86)\steam\steamapps). Turn off Anti-virus and reinstall the game once again from Steam.

1. The game does not generate any log or dump files
2 I add -log -nostartupmovies , just a window at the start but same problem.
3 I uninstall the game, Turn off Anti-virus and reinstall the game and the problem persist.

This generally means something is conflicting with the game.
Our best suggestion is to reinstall DirectX 9.0c and also the PhysX runtime.
It tried to launch for 2 sec & close.
Seems forcing the Admin rights on the "Shipping-TwilightGame.exe" under (Binaries/Win32) is working (the .exe Steam is launching, you can do it on the Win64 as well but you should run the .exe directly.)
I tried your solution except that I choose the Binaries/Win 64 option and it worked on a Windows 10 OS. Thanks for the workaround. The only problem is that you have to do it every single time you start the game.
