They advice too about not use the compatibility mode. About the slow motion problem, it remembers me the old times when we migrate from ms-dos to NT and a lot of games where "reloaded" adding a ddraw.dll file (games like HOMM2, Warhammer Final Liberation, Cossacks, etc), and personally i remember a ddraw.dll file solved my slow motion problems in those 3 games i mentioned. So it means you need a ddraw.dll file. But im not a game designer, im just an old gamer, so i could be wrong, you should check by yourself in old cossacks forums, maybe youll get a light about:
