EDIT: the game was a gift.
Most of our games available on Steam also require the Ubisoft Connect launcher. You can check this requirement by looking for the yellow disclaimer note, on the right-hand side of the games Steam Store page if you are unsure. This will mention Uplay, Ubisoft Connect, or a Ubisoft Account is needed.
Ubisoft Connect is our renamed, updated version of the Uplay launcher and can be also be downloaded here > https://ubisoftconnect.com/en-GB/

You do need to have an account connected on Ubisoft Connect, as it will link the ownership of the game to both Steam and Ubisoft. Like mentionned by Ubi-Milky, almost all of our games available on Steam need the Ubisoft Connect launcher running in the background.

As for the requirement of the Ubisoft Connect launcher, this is something that has always been needed since the launch of the game 5 years ago. Most of our games on Steam will require our Connect launcher, but we will take on board your feedback. I will mark this topic as resolved as it has answered the OPs question.
