Game breaking Glitch

During the happiness reigns riddle, i am completely unable to continue.

When first entering the park the ♥♥♥♥ did not appear and tell me i solved his riddle and to talk to the woman, so i just went and spoke to her and took a selfie. When i left the park and returned the ♥♥♥♥ showed up and told me i solved his riddle and to talk to the woman. The mission then became Take a selfie with the woman in the park.

I have taken many selfies with her and the mission will not change. I have left and explored the whole world and returned with no luck, restarted the game with no luck. And i have no other missions to finish.

Has anyone come across this, or does anyone have any ideas to try and fix this bug?
