Next please make sure your Windows OS is up to date, I believe the latest version is WIndows 10 20H2.
Please make sure to disable any software in the background that is not Ubisoft Connect or Steam in the Task Manager Windows application.

Can I just check if you have tried using another keyboard at all? If you don't have another keyboard are you able to also try using the on-screen keyboard included with Windows just for troubleshooting purposes?

You can adjust the games config file to adjust the settings in the game. There should be a line that says - full_screen = 1
You can try changing the value of this to =0 then see if the game will allow you to use the enter key on your laptop after forcing the game to open in a different mode?
If you need to revert any settings you can go back into the file and change it back, or delete the config file, then when launching the game it will generate a brand new default config file before you made any changes.
