I think I figured out what's happening. It's to do with Steam Big Picture Mode (BPM).
BPM has a setting what screen to launch on, and when you launch a game with a controller connected and configured in Steam, it starts BPM automatically on the screen configured in BPM.
I think it's under Display (can't check now), and you can choose what display to run on. Sometimes it just says "Generic PnP Monitor" so you'd need to experiment which is which. After I set this to my TV, it launch on the correct monitor, and all other Steam BPM games too.
I wish it would just stick to launch on my primary display, but I understand other might want to control where to run it, there should be a setting to "always launch games on primary monitor".
So it's not the game's fault, it's Steam, and stuff like this is really hard to figure out sometimes...
