Yes you will be charged right away, and the game will be in your library.
However Downloading the game can only start after the game has been released (or if there is a preloadphase which i kinda hope for)
Yes. After you pre purchase you can download it when it releases (or has a preload phase). Until then it will sit in your Library and you won't be able to downloaded.
You already know how to download it. It works the same way as Sleeping Dogs and you downloaded that but just in case:
To download it all you have to do is find the game in your Library and click "Install" when it is allowed to be downloaded.
Keep in mind this game isn't really a Steam game. It is a Ubisoft game. It uses a seperate DRM platform, like Steam, but called Uplay. You will also have to download Uplay if you have not already. When you launch this game from Steam it will first open Uplay and then the game.
If you have not used Uplay before:
If you have a console, and have played a Ubisoft game on it, then you already have a Uplay account to log in with and your console account is linked to that Uplay account. It will have all your Ubisoft game achievements, reward points, ect. that you earned from the console. Keep in mind that your Uplay account might not be the same name as your console account. That depends on what name you picked for Uplay on the very first Ubisoft game you played. If you have never played a Ubisoft game before then you will need to create a new account to log into Uplay with.

If you buy through uPlay, you only need to run it through uPlay and not Steam.
Either way, you will be charged immediately for your purchase, and when the game is available to download (some time between now and Oct 17th), you will see a download button in your Steam or uPlay game library.
