I mean I guess it would be kind of funny if he was "In theory" a character but when you go to recruit him he gets high instead of joining you.

People keep saying that but I don't remember any other game having such an ambiguous preorder bonus. I would be much more likely to preorder if I had detailed information on what i was preordering for...

Still vague and up for interpretation but more information than what Steam or Ubisoft gives us. What I get from this is that Towelie's presence will be a static one, in the sense that he will only show up in specific locations. Probably to help get through a quest or make getting through an area easier (or more entertaining if you are a Towelie fan).

However, note that South Park's website has not updated any information recently. They still claim the release date is December 6th while Steam and Ubisoft say it is October 17th so this information may be unreliable.

Anyway, I am interested if anyone else had some theories based on this information?

I'd say you're spot on. I fully expect this preorder bonus to be ♥♥♥♥♥♥ as a way of Trey and Matt saying 'I told you so', in relation to that episode where they take the piss out of preordering
