I'd fully expect this game to just outright troll you.
He was just kidding.
He was really high that day and was getting depressed.
It was a just a bad day for him when he said that.

Still vague and up for interpretation but more information than what Steam or Ubisoft gives us. What I get from this is that Towelie's presence will be a static one, in the sense that he will only show up in specific locations. Probably to help get through a quest or make getting through an area easier (or more entertaining if you are a Towelie fan).
However, note that South Park's website has not updated any information recently. They still claim the release date is December 6th while Steam and Ubisoft say it is October 17th so this information may be unreliable.
Anyway, I am interested if anyone else had some theories based on this information?
